    1. Date of announcement: 11 June 2021

    2. Each year the smaller authority prepares an Annual Governance and Accountability Return (AGAR).  The AGAR has been published with this notice. It will not be reviewed by the appointed auditor, since the smaller authority has certified itself as exempt from the appointed auditor’s review.

    Any person interested has the right to inspect and make copies of the AGAR, the accounting records for the financial year to which it relates and all books, deeds, contracts, bills, vouchers, receipts and other documents relating to those records must be made available for inspection by any person interested. For the year ended 31 March 2021, these documents will be available on reasonable notice by application to:

    3. Local government electors and their representatives also have:

    • The opportunity to question the appointed auditor about the accounting records; and
    • The right to make an objection which concerns a matter in respect of which the appointed auditor could either make a public interest report or apply to the court for a declaration that an item of account is unlawful. Written notice of an objection must first be given to the auditor and a copy sent to the smaller authority.

    The appointed auditor can be contacted at the address in paragraph 4 below for this purpose between the above dates only.

    4. The smaller authority’s AGAR is only subject to review by the appointed auditor if questions or objections raised under the Local Audit and Accountability Act 2014 lead to the involvement of the auditor.  The appointed auditor is:

    Throughout the pandemic we have still seen people come forward and apply to become foster carers. Unfortunately, the world doesn’t stop for children who need to be looked after and come into our care. Over the past year we have been unable to attend events, so advertising in local magazines and online has been important for our awareness raising efforts.

  • Notice of Temporary Road Closure

    NORFOLK COUNTY COUNCIL has made a Temporary Traffic Order affecting the C331 Croxton Road from a point 1470 metres west of its junction with the C316 Barney Road for a distance of 90 metres westwards in the PARISH OF FULMODESTON because of installation of electrical cables work.

    The road will be temporarily closed (except for access) from 10th May 2021 to 11th May 2021 for the duration of the works, expected to be 2 days within the period.

    Alternative route is via: Croxton Road, Barney Road, The Street, Melton Road, Fakenham Road, Holt Road, Kettlestone Road, Little Snoring Road, Fulmodeston Road (Fulmodeston, Little Snoring, Kettlestone, Thursford).

    (If necessary the restriction could run for a maximum period of 18 months from the date of the Order).

    Penalty: £1000 maximum fine on conviction and/or endorsement for contravention.

    In the event of the start date being delayed the new start date will be displayed on site in advance.

  • Notice of Temporary Road Closure

    RESTRICTION ORDER 2021 Road Traffic Regulation Act, 1984 Section 14(1)

    ORDER prohibiting the use by vehicles of the U14006 Kettlestone Road from its junction with the A148 Holt Road for a distance of 139 metres northwards in the PARISH OF LITTLE SNORING

    Save as provided in Article 2 of this Order and whereas the Norfolk County Council as Traffic Authority for the Administrative County of Norfolk is satisfied that:-

    • Dag Civils works to upgrade storm drains are required at the U14006 Kettlestone Road from its junction with the A148 Holt Road for a distance of 139 metres northwards in the PARISH OF LITTLE SNORING (hereinafter referred to as the said road) and:

    (ii)        that in consequence traffic over the said road should be prohibited with effect between 08:00 and 17:00 hours Monday to Friday and 08:00 and 14:00 hours Saturdays from 1st May 2021 to 1st June 2021 for the duration of the works expected to be about 32 days within the period.

    1. Nothing in Article 1 of this Order shall make it unlawful for a vehicle which requires access, to proceed to a final destination situated within the length of road specified in Article 1 of this Order.
    2. This Order has a maximum duration of 18 months and will be revoked upon completion of the works. Where exceptional circumstances are encountered during the performance of the works specified in this Order the operational period of this Order may become extended to allow completion of the works after obtaining consent of the Secretary of State.

    NOW THEREFORE the Norfolk County Council DO HEREBY ORDER, that with effect between 08:00 and 17:00 hours Monday to Friday and 08:00 and 14:00 hours Saturdays from 1st May 2021 to 1st June 2021 for the duration of the works the said road SHALL NOT BE USED by any class of vehicle.

    The road will be temporarily closed (except for access) between 08:00 to 17:00 from 29th March 2021 to 31st March 2021 for the duration of the works expected to be about 3 days within the period.

    Alternative route is via: Thursford Road, The Hill, The Street, Great Snoring Road, Norwich Road, Dilldash Lane, Walsingham Road, Balls Lane, Wallgate Lane (Little Snoring, Great Snoring, Thursford)

    (If necessary the restriction could run for a maximum period of 18 months from the date of the Order).

    NNDC CUSTOMER SERVICES DURING LOCKDOWN

    The customer services reception is closed for walk in face-to-face enquiries. However, staff are available to help you and can be contacted through the NNDC website, by phone or email. Face-to-face appointments are only available for genuine emergency situations, vulnerable residents or complex cases which cannot be dealt with via other means.

    NNDC agrees policy with District Taxi Association

    North Norfolk District Council has worked in consultation with the North Norfolk Taxi Association to update the Taxi Handbook, a policy document and code of practice for all operating taxi drivers in the District. The Council extended the typical consultation period on the handbook to allow for more co-operation between the authority and taxi drivers in the district and how to best service the public in the safest manner possible. The Handbook, which is issued to all licensed taxi drivers, was last updated in 2016 and covers a range of requirements for any Hackney Carriages and private hire vehicles and their drivers. The revised document was written and fully negotiated with the North Norfolk Taxi Association working group, creating a productive relationship with both parties agreeing to meet on a quarterly basis. One of the key updates was the improvement of safeguarding mechanisms and checks, which have been updated in accordance to national guidance and good local practice. As well as the usual credentials, taxi drivers will agree to undertake a safeguarding and knowledge test, to ensure the safety of both the public and the taxi driver are understood and upheld in each journey. The revised Taxi Handbook was approved unanimously at a Full Council meeting on 24 February 2021.

    Affordable Homes Provision

    The Council has agreed to allocate almost £1m of existing Section 106 commuted sums to enable Registered Providers (housing associations) to deliver new affordable homes in North Norfolk. The proposed £900k will help deliver the Council’s objective of “Local Homes for Local Need,” and will help provide a range of 181 good quality, energy efficient affordable homes, including  specialist extra care housing and affordable rent and shared ownership properties in various locations across the district.

    CENSUS 2021

    Sunday 21 March 2021 is Census Day in England and Wales and households should have received an initial contact card with preliminary information by the Census 2021 Team.

    North Norfolk District Council is encouraging all of our residents and property owners to complete the Census form, either in hard copy or online formats, when asked to by the Census 2021 team as the information provided is so important in understanding the changing structure and needs of our community over time and ensuring that we secure the appropriate level of funding to provide public services in the future.

    Information provided through the Census will allow for a deeper understanding of the communities and life experiences of people across North Norfolk in terms of health, education, employment, income, housing tenure and transport and inform policy development and funding for public services in years to come – so please complete the form and make sure North Norfolk’s voice is heard in this national census.
